The following draft resolution will be presented by Pay and Classification
committee to Staff Council for consideration at the September 2nd meeting.

RESOLUTION ON PAY RAISE EQUITY

In April 1998, the Georgia General Assembly approved a 6 percent pay increase
for University System of Georgia employees, with raises to be deferred until
September 1998 in order to fund a newly enacted sick-leave-upon-retirement
benefit.  On Thursday, June 11, 1998, the Athens Daily News/Banner-Herald
reported the base pay of the University of Georgia President will increase 7.5
percent and the base pay of the University System of Georgia Chancellor will
increase 9.5 percent.  These increases are effective October 1, 1998.

The University of Georgia Staff Council's Classification and Pay Committee
reported that a recent survey of 21 businesses in Athens, by UGA's Department of
Human Resources, revealed base salaries of University employees are 10 - 30
percent below market rates.  Perhaps that comparison holds true for the
President's and Chancellor's positions as well; however, the vast majority of
UGA staff earn wages that are substantially below the compensation given these
top administrators.  The published Salary Increase guidelines for Fiscal year
1998-99 specifically state that the University's salary plan is subject to a
7.0% limitation on the University's total salary increase average.

The University of Georgia Staff Council is resolved that in the future the pay
increase percentage for salaries of administrators should not exceed the average
pay increase percentage for staff salaries.

should not exceed the average pay increase percentage for staff salaries.

It is further resolved that an Ad Hoc Committee of Staff Council be appointed to
review and monitor University System of Georgia Board of Regents and legislative
policies, recommendations, and initiatives that might affect the equitable
distribution of salary increase funding to University of Georgia staff.

A copy of this document will be sent to the University of Georgia President and
the University System of Georgia Chancellor.
